Umarov who styles himself as "the Emir of the Caucasus," is linked to a terrorist attack on Moscow's Domodedovo airport on January 24 and for the suicide bombings in the Moscow metro in March. The blasts killed 36 and 40 people respectively.

"In accordance with the Security Council's decision, UN member states are obliged to implement sanctions against Umarov without delay," the foreign ministry said in a statement.

The sanctions include a total freeze on all assets belonging to Umarov, a travel ban and a ban on the rendition of any kind of assistance to the militant, including providing weapons or financial assistance.

Russia requested that Umarov be included in the list in November, but discussion of the issue was postponed at the request of the United States.

"We consider the UN Security Council's decision an important demonstration of strong solidarity by the international community against the terrorist threat, which is not confined by borders or nationalities," the statements said.

The United States included Umarov in its list of international terrorists in June.
