URGENT: Foreign Ministry prepares to withdraw from border treaties with Estonia, talks to follow

MOSCOW, June 27 (RIA Novosti) - The Russian Foreign Ministry is preparing to renounce the border treaty with Estonia that was signed earlier this year, a Russian Foreign Ministry official said Monday. According to him, the Estonian ambassador to Russia received a document saying, "The Russian Foreign Ministry has been forced to launch procedures for Russia to renounce its commitments under the abovementioned [border] treaties in accordance with international law." "It means that the international legislative status of the Russian-Estonian border remains open, and will therefore require new negotiations," the official said.

The border treaty signed on May 18, 2005 was to be ratified by both countries' parliaments. However, contrary to an agreement with Russia, the preamble of the bill ratified by Estonia indirectly refers to the "Soviet occupation" of Estonia in 1941.

That document also said the Tartu peace treaty between the Estonian Republic and Soviet Russia should be considered valid. Under the treaty, which was signed in 1920, Estonia received lands in the Leningrad and Pskov regions, but they were returned to Russia after World War II.
