Earlier Monday, clashes took place outside the Ukraine's parliament building shortly after the Verkovna Rada had approved proposed constitutional amendments on decentralization in the first reading.

KIEV (Sputnik) — Ukrainian President Petro Poroshenko described Monday riots in the country's capital Kiev as an anti-Ukrainian action whose perpetrators must held responsible.

"It was a stab in the back. How else can you describe the events after vote in Verkhovna Rada?" Poroshenko said in a televised statement. "It was an anti-Ukrainian action whose organizers…must be punished severely," Poroshenko stressed.
